          My thinking was basically to draw attention to the city which originated the 'Licious programs, and to highlight the problems that it is facing -- problems which are similar to ours here in Toronto -- and problems that still exist 22 years after the program began in NYC. It gives some historical context to Toronto's 'Licious.

          You will note that I said little, just put in an URL for those who wanted to read the original article. I was not verbose.
