Zengo http://www.richardsandoval.com/zengos... is certainly one good option for what you've set out as your intended target.

Agree $35 includes AYCE small Latin-Asian small plates and all the adult beverages (from their brunch drink menu) you can drink, very nice patio…. good food too

If you hit it down there is less chance of splatter.

      Any particular part of town?

Border Grill in Santa Monica has unlimited small plates for about $30 and bottomless mimosas or bloody marys for not too much more. I think the one downtown has the same deal.

The patio at Barney Greengrass has great views, the food is good and there is an active full bar. Also, just saw Gracias Madre, a high end vegan Mexican on Melrose across from Craig's. It is great looking with a wonderful outdoor area and lots of tequila. People seemed to be having a lot of fun around 1 pm.
