I would say Hotel St. Germain or Nana Grill. HSG is tiny (I think around 10 tables or so) and quiet with attentive service. Nana has nice atmosphere and a great view. Both have very good food and both are fairly expensive. HSG has a "champagne bar" and NG has a bar that usually has live jazz (at least on weekends). As an added bonus, both are attached to places with overnight accomodations.

My favorite romantic restaurant in Dallas is Hotel St Germain. Their dining room in an old Dallas mansion is candlelit with excellent food and charming atmosphere.
