Rowley's on Jermyn Street (near Piccadilly Circus) specializes in steak.

So does Le Relais de Venise.

I have not been to either.

Relais is good -- no reservations so usually a long line outside.

+1 to Relais being good. Only one caveat - they serve a single dish, steak frites. No choice in cut (and the steak is sliced). But that single choice is pretty good.

No real budget as long as it's good. I looked up the Hawksmoor and that looks good. Vibe needs to be not too stuffy or formal.

I love Hawksmoor, and the new Air Street restaurant is really lovely inside too.
