Elegant yet Affordable Restaurant for 70th Birthday Party

I'm looking for an elegant yet reasonably affordable restaurant in Manhattan to host a 70th birthday dinner for my mom. When I say reasonable, I'm thinking $150pp including wine. I'm searching for a place that we can go to where it feels like a special event. A restaurant with a private dining room that seats 30 to 40 people would be ideal. I'm not particular about neighborhoods. I'd prefer classic American/European cuisine; not ethnic nor too foodie. Any ideas??? Thanks in advance!

    1. I know midtown restaurants like Aquavit, Four seasons(not the hotel) and 21 club has priviate rooms...you should call them and ask about prices, etc. I am sure Aquavit is ok with your budget.
