World of Whiskies is one of the best duty free shops. Once you've exhausted your time there, go to the main duty free store and see what they are pouring. Usually the main store is pouring what is on special, while the World store is pretty much pouring anything.
Also helps if you are buying.
With 7 hours and no luggage he should take advantage and go into town! Why hang around the airport when you're in London and can go see something? Hop on the tube and take a http://www.walks.com tour, or visit a museum. Kew Gardens are just 20 min from Heathrow by taxi, or 40 min by tube and bus.
I think 7 hours might be tight to justify the trip. It depends how much time he wants to leave to re-clear security. If you leave 3 hours to re-clear security, + 1 hour each way, + 30-60 min for customs leaving and you may only have an hour in London. Heathrow express would save you an hour, but at 15 pounds each way it starts to get expensive for 2-3 hours in London.
Personally I'd suggest grabbing a DD Sandwich and sampling whisky at Heathrow.

DD Sandwiches are available at the coffee shops AMT, and Cafe Nero depending on the terminal you will be in.
Check their website www.ddsandwiches.com
Remember that very few items, although kosher carry hashgacha, so you may want to check with the London Beth Din website.
You could also take the subway into town, probably an hour each way. Or you could spend a few hours sampling scotch at the World of Whisky duty free store.
