          A chain can be a local business if the particular franchise in question is owned by a local. I'm not saying this is the case here, though. I don't know enough of the particulars.

            It's local to me and anyone who lives near it. It's local to the workers who now have jobs in a location that has been empty for four years.. It's not a company store....so the owner is local to the area. It's also local to the area , regardless of whether it is a chain or a mom & pop shop..

              All good points and well stated, fourunder, with "It's local to the workers who now have jobs in a location that has been empty for four years" being the most important.

                  Thanks t,......for the polite response. Chain hater or not, I can't believe it even needs to be explained when a new business is opened and the bright side is tarnished.
