Another "Right Off the Boat" place is the dory fleet in Newport Beach. I know it's not in your target area, but it's a fun outing to watch the boats come in through the surf and set up shop.

When it comes to fish, you don't always know whats running or the season, etc. The only "right off the boat" that I know, is the Ports of Call down in San Pedro. You just walk around and see what's been caught. Last time I was there, I bought some fresh caught yellow tail which I had as sashimi and cooked some. If your lucky you can find some local white sea bass. The price is about 1/2 of what you'd pay at places like Whole Foods.
