Baja Fresh tortillas

Does anyone know if they make their own in-house? The last 2 times I was there the texture seemed rubbery. Am I getting stale ones or is that the way real tortillas are supposed to be?

    I've seen them taking them out of the plastic packages to heat them. Assuming you mean flour tortillas, they do have a little chew to them, but they shouldn't be tough to eat.
