Haven`t tried Tetsu, but Rokurinsha is off the hook, best ramen I have ever had. I went at 3pm on a tuesday and waited 30mins to get in, totally worth it.

You can't go wrong with either, but the wait could be a killer.

I like Rokurinsha, but it's not worth waiting for 45minutes - especially with Shichisai just 10 steps down the alley at the Tokyo Ramen Street.

Man, I really really really like shichisai. Their tsukemen is something special.
