Cesar Piedmont changing hands?

ABC Notice of Transfer (dated 11/7/2012) on the window, indicating transfer to new owner.

Most recently, it was being operated--not that well IMHO--by a (former?) partner from the Lalime group.

The name on the new license is Harold Brandel, who's also on the Paisan license.

A friend in the know tells me that Brandel is the person who has been running Cesar since last year; so the ABC transfer probably has something to do with buying out partners, rather than a true change in ownership.
