As someone who lives in Jerusalem, but does not keep kosher - this issue has definitely become a bigger deal over the past few years. (http://www.jpost.com/NationalNews/Art...) It's difficult to tell how this voluntary kashrut advisory board function, but the issue has definitely become more contentious.
Also it looks like a growing number of restaurants in the Machene Yehuda shuk are not kosher. Places like Azure is a long-time favorite and apparently was never kosher, but there are a number of places that either used to be kosher or I genuinely thought was kosher are without a certificat.
