Making this recipe http://www.food.com/recipe/perfect-ru... which does not say whether to cover or not. I assume not, but aren't roasts usually covered?
No, Roasts are usually dry heat and uncovered. You want a deep caramelizing on the exterior of the roast.

Just my opinion, but if you follow that recipe as written your meat won't be rare like the poster suggests. - my guess is that it will be closer to well done than rare.
At 275 F for 2 hours, it will not be well done.
I left it in about 30 min pp and it came out perfect for us - med ~ mr
