OK, since there are no definitions or restrictions in the question, I'll use Humpty Dumpty's rule here,"When I use a word...."it means just what I choose it to mean — neither more nor less."
Here are some clay pigeons I'll throw up and see who shoots:
    New - L'Apibo, Sens Uniques & Pantruche
    Old - Chez L'Ami Jean, L'Office & Au Passage pre-Vacation 2012
Old & still standing - Paul Bert, Repaire Cartouche & Regalade
Old and new - 122 (The Bistrot d'hier et aujourd'hui)
Fish bistro - Bistro du Dome
Best new wave - Les Jalles or Volnay, L'Agape Substance
Best in tapas clothing - Flora
Best in cantine clothing - Cantine de Troquet Dupleix, Racines (2)
Best in cafe clothing - Cartiuche Cafe
Best according to Simon - Baratin
Best according to Pudlo and Lebey - Volnay.

It would help if you searched Paris Bistros here and elsewere and gave us some options that strike you as interesting to optinuate on.
Lebey, for example, reviews 400 or so and we'd like to know what criteria and categories and features you're looking for.
