69th birthday party dinner

I need a good place for a 69th birthday party dinner for 5-6 people this Monday, 8/13. The birthday lady has lived in the Village for going on 4 decades and most of the party would be similar long-time people from the neighborhood, so West Village would be ideal. She's asked for the following:

- Not loud
- Not insanely expensive (maybe $20-30 an entree max)
- BYOB would be ideal, or moderately priced bottles of wine
- Air-conditioned or a garden

I've thought of Lyon because I heard that they have no-corkage Mondays, and it's close, but the reviews seem kind of so-so. Any other suggestions?

Jeanne et Gaston has a lovely garden, the food is superb, and the 3-course prix-fixe is $40. There are some reasonably priced wines.
