What's my best option for Chinese food in/around downtown San Diego?

Is it Panda Inn at Horton Plaza?

I'd like to hear your thoughts.

(I know the Chinese options in San Diego County are piss-ass poor, and probably even more so for downtown, so let's not allow this thread to disintegrate into a bash how bad the Chinese food is in San Diego. We all know that, so lets move on.)

    Looks like there is/was a Hakka Cantonese restaurant, Gen Lai Sen

      Second Gen Lai Sen. I had lunch there two months ago, and they were full with a huge contingent of Chinese tourists. I asked the owner why the tourists chose to have Chinese food on vacation if they were from China. He told me that food in some of major Chinese cities has become very Americanized, so when they travel, they like to eat Chinese food.

        I've enjoyed my two or three visits to Gen Lai Sen. The Hakka dishes are very good, especially the stuffed tofu sizzling plate. Interior of restaurant is very utilitarian. Is across the street from San Diego City College.
