It's very uncommon in Europe in my experience. And my experience of living in Europe is all of my 61 years and includes eating at all levels of restaurant, up to and including Michelin 3 star.
Of course, I can only speak about those countries with which I'm most familiar - France, Belgium, Ireland, Cyprus, Netherlands, UK, Malta, Spain, Italy.

I'm not aware of any other restaurant in Ireland that actually requires you to wear a jacket and tie. There are a few where many guests would wear a jacket, but ties are a fairly rare sight these days.
P.S. I didn't have to wear a tie at the Georges V in Paris, so why it would be required in County Mayo is hard to understand.
