A nice pastrami sammich @ Katz's is $16 but big enough for 2. With beverages it would be a bit over $10pp but worth it.

Joe Dough sandwiches - a $10 conflicted Jew is enough for two, if you're eating with somebody else, get another sandwich or economize on the $4 chili.

Xi'an Famous, Zabb Elee (though they can break $10/pp) - also you could split a Cubano and an order of Mofungo at Cibao on Clinton & Rivington, even splitting them you won't need to eat for another day...

If one eats lightly, maybe. You could split a Som Tum Muazuar or something, and get a couple offal skewers, might come out just under twenty after tax & tip.
