What is sea cabbage?

Had this at the Harwood Arms in London. I asked the waiter if it was fr the sea, but he said no-that it was outer leaves of rhe cabbage. Is it a particular type of cabbage?

    Just Googling around it looks like there's a little bit of confusion around this term. Some people seem to use it as a more exotic name for regular cabbage. From what I can tell "sea cabbage" technically refers to Brassica oleracea, of which everyday cabbage is a cultivar. Not sure, though.
