Quality Dutch-Processed Cocoa Powder in Baltimore

I'm searching for a place to purchase Dutch-processed cocoa powder in Baltimore where the cocoa powder has high turnover. I feel cocoa powder starts to lose it's flavor no matter how it's sealed (something like ground coffee.) I've purchased Valrhona cocoa powder in Brooklyn that was definitely fresher than the same exact product purchased at Reading Terminal Market. Can someone recommend a store?

I'm not necessarily looking for something imported. Glarus doesn't sell cocoa powder. Trader Joe's doesn't have Dutch-processed. Wegman's has one brand from Holland, but it's in a cardboard box that's leaking cocoa powder. I was on hold too long with Whole Foods in Harbor East. If anyone has seen something there, please let me know.
