Only caveat is that it be a dining room accessible to the public, and not a private or members only dining.

Argyle at the golf course of the Aviara resort. Honestly most of the food I have had at private courses, while decent, is more like good hotel food than anything earth shattering.

The Lodge at Torrey Pines has a couple of solid dining options -- the Grill & Bar for casual, and A.R. Valentien for upscale. Open to the public.

I am not a golfer, so I have no idea about the golf course, but the food is really great and it is a public place. My only caveat is that I have only been here for breakfast.
