Aside from San Roman (which is great, and their fried chips are spectacular!), there's also a tortilleria with fresh warm tortillas in Norristown, on Chain Street just off of Marshall. Perhaps more convenient to you than 9th Street. You can also get perfectly good commercial tortillas at every Mexican grocery in town. Unfortunately, northwest Phila. is a Mexican grocery desert!

If you should find yourself in southern Chester County, stop into the El Sombrero grocery store on Rt. 41 in Avondale (about a half-mile south of Rt. 1). Just inside the door you'll find stacked cartons holding packages of freshly-made corn tortillas. Most likely, they'll still be warm. They fly out of there almost as quickly as they're made, and they don't get any fresher. And if there's anything else you need in the way of Mexican groceries or produce, their prices and selection are awesome.
