Had two wonderful, creative and very reasonably priced meals at Meier-ein Lokal. Two fantastic down home lunches at the Historiche Wurstkuchl. One fantastic dessert plate for two at Cafe Orphee and some great homemade cakes at Cafe Anna. Only one rather poor meal (the worst and toughest cut of meat I've ever received at a restaurant) at the Weissbrauhaus in Regensburg. What an awesome, lively little town for such a small population. It reminded me a bit of one of my other favourite small cities: Ghent, Belgium. I'll be coming back for sure!

Just thought I'd mention, when I haven't found much information on smaller towns/mid-sized German cities on Chowhound, I've often had good luck by posting specific restaurant queries (setting out my price point and the preferred neighbourhoods) on the forums in Tripadvisor.
Also, when I don't have time to plan, and want a decent, traditional Germanmeal, I head to the city's Ratskeller. Have had some good, and sometimes great, meals at various Ratskellers throughout Germany.
I was in Munich during Oktoberfest 9 years ago. I found it easy to avoid the crowds, especially if you stick to upscale restaurants.
