The use of "Jones" in this manner (noun and verb) dates back to at least 1968. Prior to that it was slang for "heroin," which helps explain how it became a term meaning "addiction."
The word "jones" originally came from the heroin addicts who hung out in Manhattan's Great Jones Alley.
You are very close to many sidewalk cafe choices in this location around the 1000 block of State Street. My own favorites within a few blocks walk are: Scarlett Begonia; Ca Dario; Renaud's; Bucatini; Saigon In and Out; Arts and Letters Cafe; Art Museum Cafe; Andersons Danish Bakery and Cafe; Petit Valentin; Opal; Wine Cask. Other favorites often mentioned here include Chase and Tupelo Junction - both in the same area mainly heading north from your location, rather than south towards the beach a few blocks.
Among that list, Scarlett Begonia has the most intriguing menu that makes me want to go back and work my way through everything on it. But the antipasto misto plate for lunch at Ca Dario is probably my most solid favorite I go back for over and over and over again.
The new Cielito in La Arcada Plaza is getting some very interesting reviews for quality Mexican regional dishes and a taco bar, in a lovely fountain courtyard setting. I have not been there myself, but it is on my list to try.
And the old classic El Paseo Restaurant in the very charming and historic El Paseo courtyard down a few blocks near Dela Guerra cross street and Paseo Nuevo Shopping Mall has new management and is pleasing more people than in the past.

Canon Perdido and State is the 900 block of State Street so that can orient your choice - 0000 block is at the ocean and the top of the dining area is around the 1300 block, though Louie's in the old Victorian Upham Hotel with its lovely verandah is off the 1400 block of State Street.
