Favorite food magazines and web sites?

What are some of your favorite food magazines and Web sites?
I'm especially interested in smaller publications that publish lots of great content about food and dining out. Bonus if they *don't* have a specific regional focus.

I would volunteer most of the America's Test Kitchen/Cook's Illustrate/Cook's Country periodicals for a combination of technical content as well as recipes. Their web-sites as well, except for their individual subscription policies.
