Shallow Part of Garden

Our garden bed is on a bit of a slop so the first foot doesn't get very deep. Does anyone know of what I can plant that doesn't need roots going as deep?

Last year I had jalapenos, regular green peppers and basil up front and they all somewhat struggled to flourish. I'm thinking lettuce would be a good idea in the shallow part.

    Lettuce, arugula, radicchio, cherry radishes, spinach ought to be ok in a shallow bed.
    You could always put a border around it and make a raised bed. A 2x4 edging would give you 3 more inches if soil depth.
