You have to be a bit more specific. One's expectations for Happy Hours can vary greatly. Are you looking for the young and hip crowd; classy and reserved; drunks and cougars?
However, in no particular order: the Del Mar Brig, Union Tap & Kitchen in Encinitas, Red Tracton's in Solana Beach and Flavor in Del Mar all have active happy hours scenes. L'Augerbe in Del Mar also has an active happy hour but only in the summer. Last but not least, the outdoor Lounge at Arterra (in the Carmel Valley Marriott) used to have a great happy hour, but it's been a few years since I've been there.

I have heard Brig has decent food but never been there.
Union from just walking by seems loud with drunks and seems more like a beer place.
Was thinking more of a quiet wine bar type of place so that is why I was thinking Relm.
Would go to Third Corner but have been there a lot lately.-

The Brig in Del Mar is definitley worth a visit, however, the bar and happy hour can get quite busy and loud. If you go, try a week day and get a seat outside to enjoy the view. I always get the fish tacos and the Brig's day-glo margaritas, they pair beautifully.
Another suggestion is the Moonlight Lounge at Solace in Encinitas. It's a cool room and they have great designer cocktails. BTW, Relm looks great.
