What price range are you looking for? Any type of food preferences? Any limitations in walking? 3pm is a dead zone, between the end of brunch and before the beginning of dinner. Also are you coming from the north or south on 95? Additional information will help folks guide you to what meets your needs.

There are 3 groups. One coming in from Jersey, one from Lansdale are, one that will already be somewhere in the Philly area (don't know where---I know, helpful aren't I?). Price - I would say middle of the road, not crazy expensive but doesn't need to be cheap eats either. I'd like to keep walking to no more than a few (3-4) blocks if possible. No specific cuisine, just want good food.

Ok you have two challenges.. the size of your group (12) and the time you want to go (3pm on a sunday). The latter is more problematic than the former. For any place outside of chinatown, I would suggest reservations.
My initial reaction is to consider some place in Chinatown, such as Sang Kee (great peking duck), or perhaps Vietnam or Vietnam Palace. There are parking lots available close.
For more conventional food, a place like Dandelion Pub on Rittenhouse Square comes to mind. They serve brunch until 3pm, and serve tea between 3 and 5. The tea menu includes things like burgers and the like but you don't have access to their full menu until 5pm. Take a look at the menu to see if it meets your needs. http://thedandelionpub.com/ Its a light meal, and that may not be what you are looking for. Zavino, a great pizza place on 13th street is certainly open, but is a smaller space and not great for larger groups (and does not take reservations.) Pizzaria Stella, another gourmet pizza restaurant on 2nd and Lombard (near south street) might work as well. Parking on street as well as a validated lot behind the restaurant.
If I might be so bold as to offer a suggestion, shift the time of your meeting either earlier (1pm) for brunch or later (5pm) for dinner and you will have more options available to you.
Perhaps others will be more creative in their suggestions.
