Outdoor lunch/bike rack?

Looking for a GREAT lunch spot, preferably with outdoor dining but definitely with a bike rack. Best locations are West Philly, Fairmount, No Libs, South Philly. Awesome burger a plus.

What do you mean with a bike rack? City installed inverted Us and converted meters are around, but at the least you will be able to find a street sign or meter to lock up to pretty much anywhere in those neighborhoods, is that not ok?
