Both Dim Sum restaurant and Dynasty have them. Dynasty has a better version then Dim Sum restaurant. Dim Sum restaurant xiao long bao does not have as much soup as Dynasty but neither restaurant serve it with the soup spoon, black vinegar or ginger. I prefer Dim Sum restaurant version only because I don't care as much for the soup as I do for the dumpling as a whole.
Dynasty is ok for some items. The only items I really like from their dim sum is the baked bbq pastry and the har gow. Everything is hit or miss depending. The first time I went was on New Year day and the service wasn't good and the food took a long time to come out to the back room where we were situated. My friend who has eaten there many many times since then said the service and food is better so I guess I will need to do a return visit. But I still have so many more favorites at Dim Sum restaurant that was not present at Dynasty.

I'm pretty sure Dim Sum serves them on weekends when the carts are rolling. I also hear about a new Dim Sum place on Rt.51 near fudruckers. It used to be an upscale buffet. Owner closed it and reopened it as what I hear is a very authentic Chinese restaurant serving Dim Sum weekends. I haven't tried yet but I will!

Yea, I heard about that new dim sum place too, but haven't checked it out yet either. In LA they restaurants that all they do is soup dumplings. I was hoping to find something like that, but I suppose that's probably hoping for too much. I'll have to check out the new dim sum place and hope for the best.

The Chinese translation should be xiao long bao which is the soup dumplings you're looking for.

Xiao long bao can range from ethereal to atrocious depending on whether it's freshly made. I'd be very interested to know whether they're making these dumplings in-house, as it takes quite a bit of effort to get soup inside a dumpling. Even most of the places out in San Francisco where I ate it in abundance took shortcuts, and it took some sleuthing to find places that did it from scratch.
I will have to check this place out - the menu looks very promising as the dishes actually sound authentic. None of that General Tso's or kung pao drivel.
