Is it INSIDE the Museum? Do you need to pay the entrance fee for the Museum to eat there?

the Higgins Club is good. as is the strawberry soda, and coconut candy bar.

No, there's an entrance at the corner of Andrew Higgins & Magazine. It's where the old PJ's used to be if that helps you place it. You can enter from the street or the museum.
