Buddakan?

Would the Buddakan in Manhattan be a good place to have a sweet sixteen with a party of no more than 10 people? My price range is around $50pp and we're hoping to be able to dress up, but not arrive over dressed.

I think $50 pp is very doable. The edamame dumplings will be a big hit. I think the Library Room would be good to ask for, as it would seem more like your own party.

Yes. Good venue, the kids will love it. Make sure they explore the entire space. Focus on many apps and skip the main dishes. Have fun.

I think Buddakan is a great venue for this. The room is attractive in a trendy, borderline gaudy way. But probably fun and lively enough for a 16 year old's bday dinner. The dishes are good for sharing and without alcohol you can probably accommodate your budget. My job had a holiday dinner there for a group of 15 and we all had a great time.
