I've been to Cantina Laredo, twice.
The first time, I got cheese enchiladas which were very ordinary.
The second time, I got a pretty nice fish dinner (catch of the day), but, it wasn't particularly Mexican. Not cheap either. I'm sure my share of the bill was well over $30, without drinks.
I haven't been back in a long time.

The chile relleno at Cantina Laredo was pretty good the last time I had it (a long time ago), with walnut sauce and pomegranite seeds, but it looks like they've changed it to beef, almonds and raisins. Still there are quite a few interesting dishes on the menu and the vibe is slightly higher-end and comfortable. I think that's a pretty good choice for your location.
La Hacienda was excellent last time I went, too. Definitely fine dining in quality and price.

I went to Jalapeno Inferno at lunch.
I had a two item combo with a smoky green pork soft taco and a bean tostada. The tostada was probably not the best choice to sample their food, since the combo already comes with a side of beans. I thought the taco tasted like salt and not much else. The beans were below average by Phoenix standards. The salsa was mild and fresh tasting. The chips were okay, but, I'd prefer corn chips, and they seemed to be a mix, with some of the chips made from flour tortillas.

I could be wrong, but as far as I know, the only Mexican restaurant of note in that area is La Hacienda at the Fairmont Scottsdale Princess Resort. Consistent with the resort setting, the atmosphere and cuisine at La Hacienda are on the fine dining end of the spectrum. My experiences with less...er...fancy Mexican restaurants are pretty much limited to Tempe and central and south Phoenix, all of which are a considerable drive from the northeastern hinterlands.

I'm not familiar with Greyhawk, but Carolina's North is not too far from the Scottsdale Princess. Not "fine dining" but really good food, frequently mentioned on other Phoenix threads.
