When I lived in Midtown, I used to buy all my meat (including filet migon (~$10/lb)) at Big Apple Meat Market at 9th and 42nd. Don't be put off the by the location and its appearance -- it looks really sketchy, but the prices can't be beat and the filet mignon I bought there was superb.
Granted, I haven't been there since I moved uptown, but if you're adventurous definitely check it out.

I'm not the biggest fan of the store overall, but I've found the beef at Whole Foods (specifically Union Square and Columbus Circle locations) to be fantastic.
They have filet mignon for $30 a pound.

East Village Meat Market, 2nd Avenue @ 9th Street. Great prices, including for filet and club steak, usually around $20 or so a pound, but their sirloin is my absolute fave, $12 a pound. Something about the way they cut it. But all their meat is good. Try the ham off the bone, $8 a lb.

Oh lord, skip Lobel's, overpriced trap. Is their quality great? Yes. But there are a number of other butchers with equal quality at far better prices.
Ottomanelli and Sons on Bleecker is the one I usually go with. But there are lots of others. Lobel's is a joke.
