Is there any other place beside John Dewar's to buy this cut of lamb?
You'll have to ask a butcher for a "boneless lamb loin with tenderloin attached". Noisette is a super archaic cut that few cutters nowadays know about.
A lamb noisette is just a lamb chop. Ant meat market near you should be able to cut them for you.
