So I have been trying to find a place in LA (west LA in particular) where i can buy unhulled barley, but haven't had any luck. Any one know where i can find it in bulk, like 20-50 pounds?

I really don't think you'll find it. I know that Rainbow Acres in Culver City had it in bulk at one time, but no more. Their guy told me that his source dried up and he's been beating the bushes (g) without success trying to find another source. They do have it in teeny little 4 oz bags, but that isn't going to do you any good (obviously). I hope you'll report back if you find a local source.

Just in case you don't find it: http://www.amazon.com/Organic-Barley-...

I'm not sure if it is applicable for your cooking needs but try contacting a homebrew supply store.

      Culver city. http://www.brewsupply.com/

have you checked the Asian markets? I remember seeing many different kinds of barkley at a couple of Korean supermarkets...
