storing garlic heads

How to store garlic so that the heads don't dry out, or begin to sprout with the bitter green shoot.
I use a china perforated garlic holder, but the cloves still sprout or dry out. Any suggestions about storing garlic for a long time???

Do you use it up quickly? I try to and love garlic so it's not very difficult to accomplish....I keep my heads of garlic (usually 2) in a glass bowl on my kitchen counter...NO fridge!!! They do well right there but I probably use a few cloves at least every other day. Haven't had a problem with them sprouting.

In s basket in a drawer, no cover. We use a lot so it never gets old.
