If you are looking for an outdoor rooftop bar, the only one open all year round is 230 Fifth, but the drinks are on the pricey side. They have lamps and provide blankets/robes.
"Rooftop/decent bar food/normal price drinks" don't usually belong in the same sentence :)

Although I love Birreria, I don't think its pricing fits your criteria of "normal price drinks." Also, I would double check that you can actually eat at the bar.

True, but for some reason I sensed the OP was looking for something a bit less expensive. Don't get me wrong, I love the place and definitely recommend it as long as the OP thinks the drink prices are suitable.

Is Me Bar not open all year? they do have lamps, but no food - there are many many options within a block or so (though the majority of them are korean, as its ktown)

I just walked by this place yesterday and noticed it for the first time (although it's been open for a year - I'm not very observant). Yelp reviews run the gamut from extreme affection to something like rage, so caveat drinker.

The Heights Bar & Grill on 111th and Bwy has a rooftop bar with radiant heaters for the winter season, and has decent burgers, etc and a very good beer selection. Columbia hangout.
