I don't know if you will consider it high end because it is homemade and not boxed terribly fancy - but the best chocolate in the area belongs to Genevieves in Garfield. Homemade. Terrific.

Doubt if this qualifies as North NJ but La Maison Du Chocolat located inside Mall at Short Hills is a great (and fairly expensive choice). Other branches in US are only in Manhattan.
Great choice of chocolates , both plain and filled. Got home a wide variety and was very satisfied.

IMO , Definitely a special occasion place though considering price point.

Store also has fresh chocolate desserts (did not try) and require pre-order based on quantity or day of week.

Nice article in today's NY Times Travel section extolling the virtues of Neuhaus chocolates...

Another good place is Bromilow's, which is right off I-80 in West Paterson (as well as in Caldwell). They're not European-style chocolates (e.g. truffles and fondants), but rather, a place that does high-quality American-style chocolates, such as chocolate covered fruits and nuts, as well as some unusual items like chocolate covered Oreos, twinkies, etc. I'm heavily addicted to their milk chocolate covered jordan crackers, which is their best-selling item. www.bromilow.com

I have never been but my co-works always go to Hannah Krause in Paramus.

Wine Ventures in Tenafly has a good selection of Neuhaus Chocolates from Belgium. They are a fantastic chocolate!
