Terroir on Folsom @ 7th? I can't recall how quiet but I do recall being able to have a conversation.

Yield's pretty quiet even when full except on quiz night.
Terror's usually quiet but it gets busy randomly and then it's not.
Blanc et Rouge in Embarcadero Center is usually quiet after the after-work rush.
Heaven's Dog has a short but good wine list.
The Yield spinoff Pause in the old Cav space has been quiet every time I've been in there.
Hotel Biron (not a hotel, just a wine bar) is usually quiet.
