What is shredded lemon peel exactly?

Is is simply lemon zest or is is actually something else.

Can across that listed as in ingredient and haven't seen that one before. I am sure zest would work but I'd like to learn something new if there is anything to learn.

Without knowing where and how it was listed -- I'm pretty sure it's lemon zest -- just cut up a different way.

It was in a cookie recipe. Just threw me when I saw it listed that way.

I think it's zest as done on a citrus zester, not on a grater or microplane. So you'd get long very thin strips of zest. I don't know how that would work in a cookie; I'd prefer grated or micorplaned zest.

The photo is missing the business end of the tool, which has small sharp holes for zesting shreds.

The only thing I can think of is shreds that a citrus zester gives.
