Or Mi Pueblo? There's one in East Palo Alto.

I know I've seen it regularly in the past at Foods Co. across from Rainbow Grocery. It was also my occasional source of beef cheeks when I was on that side of the bay.

Costco beef tongue is the best tasting when compare to Ranch 99 or Mi Pueblo. I've bought it at least 5 times now.

Any decent Mexican market should have a full-service carniceria in back. You can't miss with any of the Mi Ranchos or Chavez markets in Redwood City. Excellent butchers.

The key word is fresh. Many Chinese and Mexican market sell what can be frozen then defrosted tongues. Nothing is better then fresh. So before buying ask if fresh or not. Costco does not carry beef tongue at all locations.

I've seen it at Marin Sun Farms Ferry Bldg market stand. You could also try their retail shops (Pt Reyes, Oakland). I'd call ahead and order it for pickup to be sure. They price at $4.99/lb, and I believe all of their meat is pasture raised, grass fed, and fresh.
