Depends on how big you want it. There are some frozen at the Newton WF which look pretty appealing. They're not tough adult sized but not the too-small babies either. 2 to a package. I make Greek octopus fairly regularly and I'd happily make these.
I'd be wary of "fresh" since I don't think they come from local waters and I can't imagine they travel over distance well. Besides, what you find most places as "fresh" is actually thawed, like 9lives said.

A recent conversation w/ a boston chef verified what you have said- that frozen is how octopus is sold in boston. In addition,this chef said that frozen is actually preferred because the freezing tenderizes the normally tough meat, saving the chef (all or some?)of the beating stage of prep.
Reading sounds like the OP's most northern outlet so far , but fyi ,Courthouse has it frozen as well.

WF in Bedford has the frozen packages too. I bought the squid and mixed seafood packages from the same manufacturer recently and was quite happy with them. Bedford also carries the Philippine Baby Octopus product in frozen bricks of 2.5 lbs and often has the same available pre-thawed around holiday time.
