Anywhere sell whole cured country hams in the city? How much is a whole one roughly?

I haven't found true cold smoked country hams in GTA but Springers or Halenda may be able to do it.

Townsend Meats in Simcoe has offered this, but I never ventured that far to get one.

If B.R. reads this, he may know more, or even tried doing one.

I would really love to see some Colonel Bill Newsoms or even Benton's here in Toronto. Any import rules against it?

No way they'd let a Newsoms ham into Canada.

I send them to family in the USA all the time.

Wrong. I live in Toronto and have ordered from Nancy at Newsome's every year for perhaps eight years. Arrival time is often tough to predict, but the ham and bacon travel well and I've never encountered anything here that was comparable.
