What about Wild Fire in North Providence? It's one of our favorites for casual upscale dining. They have a side area great for a large dinner party. We have also had luck at the Old Grist Mill in Seekonk, 1149 in Seekonk, MA and Bravo in downtown Providence (they have a second floor for private parties)

Off the top of my head, I can't think of any BYO place large enough to accomodate 22 people other than Apsara, which doesn't seem birthdayish to me.
What kind of food? More specific budget per person would help, please.

Thanks for responding and I think you are right about BYO for a large party. As for food -- eclectic/bistro-type menu or italian. I would like to spend around $50-60 per person (including liquor). I'm thinking Meritage, 1149, d. carlo, Bistro 9, Spain, etc. but I think I'll break the budget. Trying to think out of the box, but not coming up with that 'a-ha' moment (or restaurant)...Any recommendations are appreciated!

For $50-60 you could have a really nice meal at Caffe Itri in Cranston. If you haven't been there, it's medium-casual (dressy fine, but so are jeans). They have a huge, well-priced wine list. You could probably have the whole front room.
