Publish a recipe missing?

In a chowhound post I was going to recommend someone use Chow to store their recipes. Then I couldn't find the link. Am I missing something on the main recipes page?

Where is this?

I had to cheat, go to my profile, click on the lists tab and then the recipes tab. Then I had to click on a recipe to finally get to the publish tab. Yikes. Not intuitive. Is there an easier way to get here or is Chow discouraging use of this feature?

I don't see it on the main recipes page, but there's a Publish a Recipe button at the top of the Home Cooking board, right under Add New Post.

I just thought of it as being a Chow thing and I don't frequent Home Cooking all that often.
