During their remodel, Frasca added a private dining room (http://www.frascafoodandwine.com/parties.htm)l. The Flagstaff House can also accommodate groups (http://www.flagstaffhouse.com/wedding...). IMHO, these are the two best resaurants in Boulder, w/ excellent food and impeccable service. The better hotel restaurants (Jill's at the St. Julien and Q's at the Boulderado also accommodate groups. The Cork does excellent steaks and has a really pleasant private room -- subtly SW decor.

Ataylorl would have to call each and ask what they could do. If the event is during a nonpeak low season time (i.e., not CU homecoming), they might well be able to accommodate the group for that price. Set or limited-choice menus make this quite easier, because the restaurant doesn't need to buy food that might not be ordered a la carte. Do you need a private space or room, or will you be happy with a few tables near each other? Will you be making speeches or presentations, or is it just a lot of folks having dinner? Any constraints on cost?

Perhaps you could reserve the entire downstairs at SALT; that seems like it should accommodate 25, and you'd even have your own bar. SALT has great, local food with the whole farm-to-table thing going for it. It's also right in the heart of downtown Boulder (Pearl Street), so your people could stroll the walking mall before and afterwards.
Laudisio would also be a good option, as someone suggested below. Good sized place, can accommodate a large party in a semi-private location, Italian food, local. Owner is a nice guy and has been around Boulder pretty much forever. I was once with a big group there that ate in a special room adjacent to a private kitchen, and the owner (Antonio) did a low-key cooking demonstration and prepared a giant paella for everyone. It was a lot of fun. I've had hit-or-miss experiences with the food there, but a lot of people swear by it.

They have a room in back that would work for your party. But if you're going for great local food, the Chophouse ain't it. They're part of the Rock Bottom Brewery chain (which owns Rock Bottom, Old Chicago, Gordon Biersch, and a few Chophouses), and the food is standard old-school steakhouse fare. Good steaks, of course, but I don't think it really fits your description of what you're looking for.
