Can I just put meat in there without liquid or is liquid a requirement?
You can just put meat in it. I do this with chicken and pork mostly. The pork still ends up braising but in it's own rendered fat.
No you don't need to braise when using a slow cooker.
I rarely use additional liquid in the slow cooker. Are you just putting meat in? There is usually more than enough liquid regardless if it's on low or high.
