Gum Kuo in Oakland C-town opens at 0730. decent juk, crullers, rice noodle rolls, and very reasonable. that's probably a bit easier on the corpus than early a.m. dim sum, but a baked char siu bao sometimes does the trick for me, warmed up at home.
Cam Huong opens at 0700?? not sure what they have in the early a.m.-- by late morning there's a big range of stuff [not dim sum, but spring rolls, chow mein, chow fun, entrees with rice, banh mi], but as the shanghai gourmand says, at eleven there'd be many options for dim sum including take out. for american breakfast, you'd have many places.

moto's got a point. good jook joint (rice porridege) are hard to find. gum kuo's is amongst the best. their rice noodle rolls are probably decent, their won ton is stellar. their roast duck is pretty good. only cafe 88 next door has better roast duck.

expect most dim sum places to open at l11 a.m.
legendary palace (1708 franklin st) lists opening time at 9 a.m.
-expect msg infused dim sum which is the standard for oaktown and alameda

      much better choice would be
hong kong east ocean (powell) emeryville, high end, pricey, view of bay
saigon seafood harbor (pierce) richmond., decent pricing, kind of noisy.
