I'm going to Kyoto - Osaka - Kobe in Sep and I'm trying to plan my dinner/lunch plan.
My budget is around 15000 yen for dinner

Some one here recommended Yubanzai Komame-ya. I went for the lunch, and it was amazing. And that's from a regular meat eater.
But you should consider exploring the yuba/tofu option, it's one of Kyoto's specialty after all. Although if you go to any kaiseki meal, tofu/yuba will be in a dish or two.
Plus, Yamamoto-Menzo is pretty good udon.
